Dude, it's amazing what doctors can do these days. This guy's arm was ripped completely open and they made it look decent as well as function. Sure the guy's left arm looks like it's borken in five places, but at least he still has it. how easy would it be for him to say "Cut the fucking thing off"? Amazing. One of the most interesting things I've seen in a while.

They cut it open. So since they could do it a manner that would be easyer to fix odds were on their side.

In the event of an extreme injury (haha), the blood vessles and arteries will sieze up to prevent loss of blood. Ask any Medic in the army who has seen a lost limb, the veins/arteries will remain closed for a period of time, but eventually open again, but by that time hopefully the wound can be bandaged/tourniquited. :)
